The Rules Downtown
If you want to put a table on the sidewalk, run a pushcart, play amplified music or hold an event downtown, Chapter 24 of the Fayetteville Municipal Code is the part that governs it.

First: “downtown” here is narrower than you think
Section titled “First: “downtown” here is narrower than you think”Sec. 24-132 defines the Core Downtown Area as property inside the downtown Municipal Service District, under N.C. General Statute 160A-537. That is the downtown tax district — a smaller footprint than most people mean by “downtown”.
A rule below may not reach an address a few blocks out, and the permits in Sec. 24-136 are only available inside that district. If you are near the edge, ask the City rather than assuming either way.

The four sections most likely to affect a shop are 24-133 (can you sell outside at all), 24-136 (the permit that lets you), 24-140 (music and speakers) and 24-135 (events).
Article XI — Downtown Social District
Section titled “Article XI — Downtown Social District”Separate and much newer: Ord. S2022-034, adopted 28 November 2022, creating downtown Fayetteville’s social district under G.S. 18B-904.1. Within the marked boundary and during set hours, a drink bought from a participating business may be carried in the district.

The social district boundary and the Municipal Service District are different polygons from different sources. Do not assume one from the other.
How current is this?
Section titled “How current is this?”The City’s online code is codified through ordinances adopted 22 June 2026. Article IV itself has not been amended since Ord. S2008-013, 11 August 2008 — so it is current because nothing has changed it, not because it was recently revisited.
Council can adopt an ordinance before it is codified, which is roughly a two-month window. For anything consequential, confirm with the City Clerk’s Office.
